Some actions need a manager to be standing there. The till does not send you to find a manager's terminal; it opens a PIN sheet over what you were doing, the manager types their PIN, and you carry on. The manager is not signed in afterwards and no shift is opened for them.

If the PIN belongs to a real staffer who does not hold that permission, the sheet says so in different words from a wrong PIN, on purpose:
that staffer can't do this
Ask the owner to grant the permission in Team & roles, or fetch a manager who has it.
