Some provinces require it; some venues offer it. Cash out the remainder — manager pays what is left on the card out of the drawer and voids the card.
It is the venue's drawer that pays, because the venue is who was paid for the card. The paid-out lands on the open drawer session so the night still balances, and needs a PIN with refund permission.
